Our Approach
From medical necessity to long-term continuity. Most patients move through more than one phase — and we are here for each of them.
i.
Insurance-covered procedures restoring form and function — breast reduction, panniculectomy, post-mastectomy reconstruction, post-bariatric body contouring.
ii.
Outcome optimization after reconstruction or weight loss. Fat grafting, scar revision, and detail work that completes a result.
iii.
Non-surgical maintenance — medical-grade skincare, laser, injectables, and microneedling, sequenced thoughtfully.
iv.
Long-term continuity. Annual treatment planning and post-operative care that doesn't end at the final follow-up.

The Practice
The California Institute of Cosmetic and Reconstructive Surgery was founded by Dr. Dev, a board-certified plastic surgeon, with a simple premise: that reconstructive and cosmetic care belong in the same hands. The patient who needs reconstruction today is often the patient who wants refinement tomorrow — and continuity of care matters.
Procedures at CICRS are performed by our board-certified plastic surgeons at our affiliated, QuadA-accredited surgical facility in Bakersfield. Every consultation is unhurried. Every plan is individualized. Every result is measured against the standard a discerning patient would expect.
The work begins with listening. Every face, every body, every story is its own — and the surgical plan should reflect that. — Dr. Dev, Founder

Financing & Insurance
Reconstructive procedures are typically insurance-covered when medical necessity is met. Cosmetic procedures are cash-pay, with financing offered through trusted partners.
We work with most major commercial plans, Medicare, and Kern Family Health Care. Coverage for reconstructive procedures is determined by medical necessity criteria specific to each plan and procedure.
Our front desk verifies your benefits before any consultation, so you'll know your pathway in advance.
Verify My CoverageAbout 70% of our cosmetic patients use a monthly payment plan — it's how most people prefer to do it. We work with four trusted financing partners, and our coordinator will walk you through the right fit during your consultation.
